SUMMARY: The Louisiana Supreme Court has ruled in favor of the incorporation of a new city, St. George, in East Baton Rouge Parish. The court listed several key factors in its decision. These factors include: the presence of definite characteristics of a village, the initiation of incorporation efforts by residents, the absence of annexation proceedings by a nearby city, financial commitments made towards incorporation, the ability to contest incorporation by a neighboring city, the impact on existing cities within a three-mile radius, the population increase and continuity of settlement in St. George, the separate identity of the community, the presence of natural geographical boundaries, the effect on transportation, the interest of landowners, the cost of operating the municipality, the estimated tax base to support incorporation, and the overall welfare of the residents. The court determined that the majority of these factors favored incorporation.

SUMMARY: U.S. Senators Bill Cassidy and Jim Risch, along with 23 colleagues, introduced the No Official Palestine Entry (NOPE) Act to prevent U.S. funding to the UN if the Palestinian Authority gains more privileges. The legislation aims to uphold existing funding restrictions and expresses strong U.S. opposition to any unilateral changes to the Palestinian Authority's status by the UN. Cassidy and Risch, joined by other Republican senators, argue that the Palestinian Authority and the Palestine Liberation Organization have issues with corruption and support terrorism, and therefore should not be granted increased credibility at the United Nations.

SUMMARY: The U.S. Environmental Protection Agency (EPA) has found “insufficient evidence” of racial discrimination in funding decisions made by two Mississippi agencies regarding water system funding for Jackson, the majority-Black capital city. This comes after an investigation was launched following a complaint filed by the NAACP alleging systematic deprivation of funds for Jackson's water facilities. Jackson's water system faced collapse in 2022, leading to federal intervention. The EPA concluded that although the city's Black community was disproportionately affected, there is no evidence of a relationship between funding and racial composition. The NAACP hopes that state leaders will enact the EPA's recommendations for equitable water funding.

SUMMARY: Mississippi Governor Tate Reeves has signed a new plan called the Mississippi Student Funding Formula, which will change how the state pays for public schools. The new formula, which will replace the Mississippi Adequate Education Program (MAEP), aims to provide districts with more funding for students with specific needs, such as those in poverty or with special needs. The new formula is simpler and more flexible, according to Sanford Johnson of Teach Plus Mississippi. The legislative leaders claim that the new formula will allocate approximately $217 million more to schools than what was budgeted for MAEP this year. However, MAEP was underfunded by nearly $176 million this year.
